Popis This paper reviews the regulatory challenges of open-access passenger rail competition in the Czech Republic. It starts with a brief history of open-access competition in the Czech Republic and goes on to analyze the main impacts on the market. These are analyzed on the Prague–Ostrava line, where sufficient empirical evidence already exists. The analysis covers business models, timetables, capacity, and economic results. The subsequent part of the paper reviews the five regulatory challenges that have emerged as a result of open-access competition in the Czech Republic. The first challenge is the pressure on infrastructure capacity, especially around big cities. The second challenge is the coexistence of commercial and subsidized services in a single network. The third challenge is dealing with anticompetitive practices. The fourth challenge is tariff integration and the fifth challenge is the long-term sustainability.
