Description The paper presents science and technology parks as one the policy instruments for support of creating innovations and as a part of regional innovation systems. The local proximity is very important in the concept of regional innovation systems because it brings many agglomerative advantages. Because a big stress is laid on a quality of innovation systems, the aim of the paper is to reveal the ability of science and technology parks to create good conditions for knowledge transfer. In the Czech Republic science and technology parks do not exist in such form as foreign scholars describe them. That is why our understanding of them can be significantly distorted. The paper uses theoretical review to examine the definition of science and technology parks and to point out that there exists an ambiguity of terms. After that the most important problems which impede the effective technology transfer are presented. The most fundamental problems of science and technology parks are the isolation of “inside firms” from regional industry and nonexistence of local embeddedness.
