Description The paper aims to provide a brief and focused description and analysis of the elements (instruments) and mechanism of legal nature that guarantee or support the necessary degree of stability of decision-making by administrative authorities , the development and result attained. It attempts to identify problematic or disputable issues and describe certain trends, and possible ways of resolving these problems both in legal terms and in practise. The analysis was concerned with the legislative basis in terms of constitutional law, administrative law, Euroepan law (including soft law of the Council of Europe and the Czech Ombudsman), case-law, and the relevant activities of the central State administration ( methodical, informative).
