Description We usually assume that through grants for NGOs the public sector can provide or support services which it does not want or cannot provide by itself. We assume that sport grants can create positive externalities and hence their better allocation can increase the total sum of positive effects. The aim of the paper is to confront theoretical assumptions about how grants are allocated by institutions of the public sector with results obtained from questionnaires completed by sport NGOs. The comparison should provide inspiration for improvement of the grant system in the field of sport NGOs.
