Description The system of flood prevention is part of the public services that are mainly financed from public budgets. Deciding on the amount of resources allocated to this segment of the funding methods and structure of the State, counties and municipalities have a public option. In the CR currently prevailing paternalistic approach manifested in prioritizing the state budget. At the same time the lack of resources is solved loan financing these services, which in the long term poses a risk to fiscal sustainability. EU documents and foreign experience shows that there are other financing models flood prevention measures that are more systemic character based on diversified solutions and enabling long-term fiscal sustainability without a negative impact on public finances and economic development. The proposed flood prevention funding paradigm in CR includes a new way of financing, which envisages the participation of other stakeholders (stakeholders) such as counties, municipalities, citizens, businesses and insurance companies. In this context, it is necessary to take into account the current state of development of society and in particular the country's economy.
