| Description | The objective of the project was to define – on the basis of the analysis of both legislation and the established practice of budgetary process by local government units – the place and function of programme budgeting with defined performance indicators, especially in relation to approved strategic documents. At the same time, the project aimed to determine and evaluate the assets of using a budget outlook in financial management of regions and the conditions of its implementation that are conditional on achieving the particular assets. Finally, the aim was to connect the programme approach with performance-oriented budgeting, multi-year budgeting and fiscal risk management. |
