| Description | The contents of the study are changes in the system of the benefits of assistance in material need, as well as the benefits of a state social support benefits from January 2007. The aim is to assess the impacts of these changes on the structure and number of recipients of social benefits and the effectiveness in eliminating the risk of income poverty, based on a comparison of the available data between 2005 and 2007. The study is divided into three parts, the first and second part is mainly devoted to monitoring and description of changes in social benefits, through analysis of data obtained from the central database of the MLSA (OKdávky). The third part evaluates the application of major changes and new institutions introduced by the Act on Living and Existence Minimum and the Law on assistance in material need, from January 2007 through a qualitative analysis of the statements made by experts from offices of the delegated powers carry out the execution of state administration. |
