Description In the paper we try to present a wide spectrum of existing sociological, law and political science theories dealing with the discretion of officials in public and social policy. Concretely we focus on three different perspectives of how to understand existence of discretion (definition perspective), its functions (role perspective) and use by officials at state and local level (structural perspective). These perspectives serve to identification of factors forming officials discretion and enabling to grasp the concept of discretion as a tool revealing limits of officials behaviour and of policy modification. In the end we summarize constituent factors influencing and forming officials discretion.
