Description In this paper we try to demonstrate the meaning of studying policy implementation process in the present Czech social policy and react on the eternal discussion about relationship between theoretical policy and its practical application (f.e. Baier, March a Saetren 1986, Hill 1997). Our purpose is to identify different types of implementation deficits in line of delivering social services at different chosen employment offices in the Czech republic. We try to assure ways of how employment offices fulfil its implicit goal to adjust supply and demand at local labour markets (see Sirovatka, 1997).
