Description Efficiency can be understood in a broader way as a ratio between a level of reaching some "desired" objectives and all used resources. An interpretation of these desired objectives is essential for any practical assessment of decision making "correctness". A level of consensus in understanding and identification of such an objective is a key issue here. Some important methodological rules for economists are implied from this.
