Description The constitution of democracy in Central Europe, lead by the idea of emancipation based on individual human rights, cannot be separated from issues related to the rights of ethnic minorities. Hungarian minority politics in the last decade can be characterized by its attempts to find institutional forms which could lower anxiety and build trust between the actors of the ethnic scene. The aim of this article is to analyze the process of constitution and performance of minority's self-governments.
