Description Development economics shall analyze not only segment of macroeconomic or geopolitical factors, but also strive to identify some of the marginalized factors. As an example, we can name an analysis of level of financial literacy in context of Ukraine as a failing-state, which finds itself in armed conflict for more than 5 years. The aim of this paper lies not only in level of financial literacy in Ukraine as such, but also in its regions respectively. The analysis of overall data, based on OECD methodology, which was supplemented by small probe executed by researcher, was a main source of information for this paper. Results of this observation showed, that level of financial literacy is very low and amongst all regions of Ukraine is almost the same. Findings are based on Collier´s theory, that puts poverty and poor education in context of risk of breaking out of armed conflict. This papers point is, not only to further describe reality for possible academic research, but also to offer some new answers in context of potential peacebuilding process. It is crucial to consider not only obvious geopolitical and macroeconomic reasons, but also to consider some factors, that may be overseen yet relevant.
