Copy-paste strategy -the best solution for public services delivery?

Description Outsourcing is already for longer period used in the private sector as the tool of rationalization of internal processes and as the result of New Public Management changes it was started to be implemented also in public organizations. The paper starts with brief introduction of the concept of outsourcing, both in relation to private and public sector practices. The core parts are devoted to the analysis of the experience with outsourcing of internal services in private and public organizations in the Czech Republic and Slovakia.On the base of our preliminary data from the Czech Republic and Slovakia we may conclude that outsourcing decisions in the public sector in both countries are really chaotic, ad hoc made, without any real ex - ante analysis. In such conditions there is the high risk that outsourcing will not deliver efficiency improvements. We also already have preliminary data about outsourcing in the private sector in Czechia and they indicate that outsourcing is relatively frequently used by private firms in the country. Second, we may argue that the “quality” of implementation of outsourcing in the private sector in the Czech Republic is bit limited.
