| Description | Public expenditure programs are a traditional part of the theory and practice of public finance. Among its major features can be generally classified long term, large amount of funding and the conditions for long-term benefits. Following developments of public finances and pressures on effectiveness was created the concept of program budgeting and financing, which brings into the issue of large expenditure programs an innovative kind of systems contributing to the implementation of the principles 3E and greater transparency of public finances. This chapter provides general introduction of the concept and its practical application, which is enriched by a critical analysis of the implementation of this concept in Slovakia. |
