Description Universal Learning Design has been a key political issue for several decades and during that time, its terminology and concept have changed several times. Although it remains a key issue, efforts in the area have resulted in mutually incompatible concepts while education of persons with special needs has often remained unchanged. The paper mentions controversial issues of inclusive measures in the Euro-American area and it suggests some standards in legislation, methodology, and technology as a condition for a necessary economic solution.
