Assessing the Economies of Scale Generated by Cross-Border Cooperation – With a Particular Focus on Cooperation in European Groupings of Territorial Cooperation (EGTCs)

The study assesses whether and under what conditions cross-border cooperation generates economies of scale, focusing on EGTCs. It combines a structured analytical framework with comparative case studies to evaluate cost savings, efficiency gains and governance improvements, with a view to informing future Cohesion Policy and Interreg design.
