Intermunicipal Cooperation in Municipal Waste Management and Its Effects on Cost-Effectiveness

Description This paper focuses on intermunicipal cooperation and provides a new and innovative approach to evaluating the cost effectiveness and cost efficiency of municipal waste management. We examine a sample of 710 municipalities in two regions in the Czech Republic between 2014 and 2016. We investigated two forms of intermunicipal cooperation: joint public procurements and intermunicipal waste collection companies. The results, based on an ordinary least squares regression, show that cost reduction is significantly influenced by both forms of intermunicipal cooperation. The impact is stronger for small municipalities of fewer than 1,000 inhabitants.
