Description This book presents one of the possible approaches to strategic management at the regional level of local governments using the South Moravian Region as an example. The first chapter defines the regional level of local government in the Czech Republic, its statutory bases, clarifies the role of regions with respect of the territorial decentralization of public administration and European standards. It also explains the public policies of the regional government and their management, stressing out the conceptualization, implementation and available tools used by the regional government participants. The second chapter sheds light on the principles of strategic management and the stages of strategic management and then deals in detail with strategic and blueprint documents of the regional government as a key instrument of management. In this respect a classification and definition of individual types of documents in view is given and their place and importance in the structure of instruments available to the regional government is shown. The chapter also defines the relation to the state level strategic and blueprint documents and relevant documents originating at the European level. The third chapter is focused on the discourse on concept of human resources, human potential and human capital as interpreted by different theoretical schools and streams and it subsequently focuses on a selected strategic document as an example to show both the ways of the creation of strategic documents and the ways of implementing such documents. The presented document is the human resources strategy at the state and regional level. The fourth chapter introduces a case study in the form of brief version of concrete blueprint document of the South Moravian Region, by which Human Resources Development Strategy of the South Moravian Region is realized.
