- Biosketch
- Emanuele Padovani, Ph.D., is associate professor at the Department of Management, University of Bologna, Italy. He is also Adjunct Professor and Nonresident Senior Fellow, MSU Center for Local Government Finance and Policy, Michigan State University, East Lansing, U.S. His research focuses mainly in public management and accounting with particular reference to local governments and healthcare organizations. His area of expertise concerns accounting and financial management, management control systems, performance measurement and management, and management of outsourcing. He has collaborated on research and consulting projects with major local, national and international public institutions throughout Italy, Europe and U.S. From November 2020 he serves as external expert for regional and local governments finances, also for spending review policies and the general report to the Parliament, for the Italian Court of auditors. From February 2022 he is external expert at Italian The National Council for Economics and Labor, the advisory body to the Chambers and the Government, for local governments and social services.
- Research activity at Masaryk University
- Since January 2022 Emanuele is involved as scientific researcher for Masaryk University in the Strengthening Public Financial Management and Control (PRKVF) project as coordinator for the comparative analysis of internal control and internal audit systems in Germany, France, Italy and the Czech Republic. This represents the first analysis in this field in EU and brings attention on the key process that aims to guarantee the achievement of objectives relating to operations, reporting and compliance of the public sector. The final aim is to learn from good practices experienced in similar contexts to elicit specific recommendations for public management improvement in the Czech Republic.
